The creation of a Unified Development Ordinance (UDO) will run concurrently with the Comprehensive Plan process. The UDO will be designed in a user-friendly format for residents, developers, staff, and local officials to use and understand with clear rules, regulations, and procedures. Modern tables, clear illustrations, and simple references will be integrated throughout the Ordinance. The UDO will encompass a wide array of land use regulations but can be grouped around four major themes:

(1) Effective Process and Administration
(2) Updated District Standards
(3) Sustainable Development
(4) Modern Uses
