Project Overview
The intent of this project is to recommend amendments to the City of Joliet's Zoning Code focusing on the Downtown City Center and area around the Joliet Metra station. This project is one of the recommended actions from the 2025 Joliet ETOD Plan to evaluate zoning and development regulation tools. The Zoning Code amendments will explore potential changes regarding: zoning districts, building heights and density, intensity of uses, parking, design standards, inclusionary housing, equitable access to transit, bicycle infrastructure, mixed use transit-oriented development (TOD), and other aspects relating to zoning and development.
2025 Joliet ETOD Plan
The 2025 Joliet ETOD Plan provides character areas, urban design concepts, land use and development policies, transportation network treatments, strategies for development opportunity sites, and a matrix of implementation actions to further enhance downtown and support equitable transit-oriented development (ETOD) around the City’s Metra station.
Study Area
As identified in the 2025 Joliet ETOD Plan, the study area is generally defined by the 1/2-mile radius around the Joliet Metra station, as depicted in this map image and the Comment Map below.
