Stakeholder Interviews

The proposed Zoning Code amendments will be guided by feedback from the community, including engagement with various stakeholder groups through a series of interviews. The stakeholder interviews will be scheduled in March 2026 (TBD).

Steering Committee Meetings

The project will be guided by a Steering Committee comprised of community stakeholders to review draft documents and utilize their expertise and experiences to inform the proposed Zoning Code amendments for Downtown Joliet and the Metra station area. The Steering Committee will convene at least four meetings throughout the project, with the first meeting to be scheduled for early March 2026 (TBD).

Project Funding

This project is primarily funded by a Community Planning grant from the Regional Transportation Authority (RTA).

Project Overview

The intent of this project is to recommend amendments to the City of Joliet's Zoning Code focusing on the Downtown City Center and area around the Joliet Metra station. This project is one of the recommended actions from the 2025 Joliet ETOD Plan to evaluate zoning and development regulation tools. The Zoning Code amendments will explore potential changes regarding: zoning districts, building heights and density, intensity of uses, parking, design standards, inclusionary housing, equitable access to transit, bicycle infrastructure, mixed use transit-oriented development (TOD), and other aspects relating to zoning and development.

2025 Joliet ETOD Plan

The 2025 Joliet ETOD Plan provides character areas, urban design concepts, land use and development policies, transportation network treatments, strategies for development opportunity sites, and a matrix of implementation actions to further enhance downtown and support equitable transit-oriented development (ETOD) around the City’s Metra station.

Study Area

As identified in the 2025 Joliet ETOD Plan, the study area is generally defined by the 1/2-mile radius around the Joliet Metra station, as depicted in this map image and the Comment Map below.
