Welcome to the Envision 2040 Montrose Comprehensive Plan Update

The City of Montrose is excited to launch the next phase of its Envision 2040 Comprehensive Plan. Originally adopted in June 2021, this comprehensive plan reflects the community’s vision for sustainable growth, vibrant neighborhoods, and a resilient future—while preserving Montrose’s small-town charm and natural beauty.

Envision 2040 is intended to be a "living document," with periodic updates. With new funding from the Colorado Department of Local Affairs (DOLA), the City is expanding and updating the Envision 2040 Comprehensive Plan to include:

• A new Housing Action Plan supported by DOLA’s Housing Planning Grant Program
• The integration of strategic growth and water supply plan elements in compliance with recent State legislation
• A broader technical update funded by DOLA’s Energy Impact Assistance Grant Program
• Alignment of the City’s Land Use Regulations with the new comprehensive plan elements

These enhancements will ensure the Envision 2040 Comprehensive Plan remains relevant, user-friendly, and responsive to evolving community needs.
