Welcome to the project website for the City of Montrose's Envision 2040 Comprehensive Plan Update.

The City of Montrose is updating its Envision 2040 Comprehensive Plan, which was originally adopted in June 2021. The 2040 Envision Montrose Comprehensive Plan addresses issues related to land use and growth; housing and neighborhoods; transportation and mobility; parks, trails, and open space; health and environment; tourism, economy and opportunity; and the Downtown. It promotes the community’s vision and values by encouraging sustainable growth while also preserving Montrose’s small-town, rural character and the natural environment

The City of Montrose was recently awarded funding through DOLA's Housing Planning Grant Program (HPLN) to develop a Housing Action Plan and integrate strategic growth and water supply elements into the Envision 2040 Comprehensive Plan. The City also received DOLA Energy Impact Assistance Grant funding to complete a broader technical update to the Envision 2040 Comprehensive Plan with more up-to-date information in a user-friendly, accessible format. Finally, the project will align the City's Land Use Regulations to ensure consistency with the two new plan elements, the Housing Action Plan, and recent State legislative mandates.
