Welcome to the project website for the City of Wilmington's process to update its Comprehensive City Plan and prepare a new Master Parks Plan. The current Comprehensive City Plan was last updated in 2008. This is a key opportunity to update the Comprehensive City Plan to provide a renewed vision, goals, and strategies regarding elements like growth, development, housing, businesses, industry, transportation, public and civic uses, utilities infrastructure, natural resources, and sustainability. The Master Parks Plan will provide strategies for Wilmington's park facilities, which will also be part of the Comprehensive City Plan.

Upcoming Public Hearing for Draft Plans
The City's Planning and Zoning Commission will be holding a public hearing on Tuesday, December 3, 2024, to provide an opportunity for the public to view a presentation of the key elements from the City’s new Comprehensive City Plan and Master Parks Plan. Both plans were developed over the course of the past twelve months with extensive public engagement, including a community survey, stakeholder interviews, engagement with the Wilmington High School Interact Club, three public open houses, a project website, and other outreach activities.
The public hearing will be held at 5:00pm at Wilmington City Hall, 1165 S Water St, Wilmington, IL 60481.
After the public hearing, the Comprehensive City Plan and Master Parks Plan are scheduled for presentation to the City Council in January 2025 for final review and adoption.Mon, October 21, 2024
Draft Plans Available for Review
Click the hyperlinks to view the draft versions of the Wilmington Comprehensive City Plan and Wilmington Master Parks Plan. See the contact info below to share your feedback on the two draft plans. You are also invited to Public Open House #3 on Tuesday, October 22, 2024, 4:00pm to 7:00pm at City Hall to review exhibits of the main components of the two draft plans. Both documents are preliminary drafts and will be revised and finalized after the open house.

The Community Survey is now closed. The survey was intended to ensure

preferences and perspectives of the local community. Four survey
participants will be randomly selected to each win one of four gift
